In just five months, two major floods hit Kampala’s downtown retail hub, causing over UGX 23 billion in losses and exposing how vulnerable traders bear the brunt of poor drainage and waste management. These repeated disasters are not just about weather—they reveal deep failures in urban planning and unequal protection. Until vulnerable communities are placed at the centre of flood preparedness, each new downpour will drown the same people, the same livelihoods, the same broken system.
